Why physical presence of one traveler is mandatory for window booking of tatkal tickets and not required for booking tatkal on-line or through agents?

Physical presence

   There is a requirement that one of the tatkal ticket travelers should be physically present at the window at the time of booking a tatkal ticket. Strangely this requirement is waived for booking tatkal tickets on line or while booking through agents.

What is the logic behind this?

Why Indian railways want to drive people- particularly senior citizens and other very busy people- who cannot go to a window for booking, or cannot book on- line to the agents?

How the reason for making physical presence mandatory for window booking vanishes totally for tickets booked on line and by agents?

Can we get answers to these questions from the Indian railways?
